This document serves as the official bylaws for the league. In the event that there is a conflicting setting within the MFL system, the commissioner should be notified for it to be corrected. Please note, I have a vision and how I would like things to run in my iron trap as well. But I am human, and make mistakes.
League Fee:
$110.00 Per Season ($1320 for those of you mathematically challenged)
Money paid through PayPal. If the majority of the league prefers teamstake, leaguesafe, etc. we can look into that as well. Personally I would prefer we use a 3rd party and pay the fees. League member call however.

WHAT IS A DEVY?
A devy league is a specific form of a dynasty league that allows owners to draft and roster developmental players, often referred to as “devys.” These developmental players are college players. Note, college players will not be available until year 2. They are available in the rookie draft only. They are not available in free agent auctions, waivers, etc.
DRAFTS AND WAIVERS
Draft Year 1: Will be auction style and will include all vets and rookies. Date TBD, however, it will be late summer. The draft will be online, with designated auction timers, etc. More details later.
Waivers: Waivers will work via free auction blind bidding following the start-up draft and will remain open until the completion of the season. Following the completion of the season, they will be locked until the completion of the free agency draft, at which time they then will be reopened, and the process will repeat itself.
When bidding on a player on waivers, whatever FAAB you spend on the player, is their salary. For example, if you bid $15 million on Russell Gage and win him, he will then be under a 1-year, $15 million salary towards your cap. There is technically no cap on what you can bid, but you cannot claim a player if it puts you over the hard cap set by the league: 103.6 million year 1. As a reward for winning/finding a player on waivers, the team can offer them a 1-year deal with a 10% increase of whatever their FAAB winning prize was for the next season to retain the player. The Reward is determined if that player finishes (Top QB 12, Top 25 RB or WR and top 12 TE) After that year is over, the player goes into free agency. Waivers turn off during the off-season until the Veteran Draft.
The commissioner will announce a re-signing window of players obtained the previous year via free agency auction bidding and meet the above criteria.
TRADES
All trades are final when both sides of the deal accept the final offer. The commissioner does reserve the right to overturn a trade if a super majority of owners (9 of 12 owners) believe there may be collusion. If you make a bad trade, which is on you. However, if you are caught making a trade to intentionally worsen your lineup in a way other than setting yourself up for the future or giving the other owner a favor, you could be asked to leave the league.
Trade Deadline: No regular-season trade deadline but playoff teams cannot make trades during the playoffs.

4 Spots (must be defined on MFL as IR)
Rookie Draft
Rookie drafts will consist of four rounds.
Each Owner will get a pick in each round unless traded.
Draft Order: Non-Playoff teams by starter points scored. Playoff Teams by playoff finish:
Champ #12
2nd place #11
3rd place #10
4th place #9
5th place #8
6th - 12th place determined by points scored. #1 overall = lowest points
Taxi Squad
Will be made up of college players(devy), and 1st and 2nd year players only.
The deadline is the start of the regular season.
Currently only four spots.
Players will be placed on the taxi squad prior to the season, can be called to the main squad during the season but players cannot be placed on the Taxi squad during the season. Contracts on the taxi squad will not go against a team’s salary cap.
After a player has become an NFL player and NFL rostered for 2 years they must be moved to the active roster.
If a rookie stays on your taxi squad for one year, they will be able to be cut without salary cap penalty. Also, you may put second-year players on the Taxi Squad.
Playoff Seeding
The top five will make the playoffs. The three division winners, and then the next two teams by points scored.
Division winners will be seeded by best record, and then by points scored for the tiebreaker.
The three division winners will receive a first round bye.
Seeds four and five will square off in round 1 of the playoffs.
Playoff match-ups will be done utilizing the call out method. The highest-ranking team gets to call out the team of their choosing.
No losers bracket. The worst team will have pink team colors the following season.
Playoff Tiebreaker: Regular Season points scored.

ROSTER MINIMUM AND MAKEUP
There is no minimum of players that need to be rostered. Rosters cannot exceed a total of twenty-eight players including the taxi squad. IR players do not count against the 28 players.
Starting lineups:
Starting QB: one
Starting RB: two
Starting WR: two
Starting TE: one
Flex: any combination of four (RB, WR, TE)
SALARY CAP
The league will operate with a hard salary cap of $103,600,000. The salary cap will increase 2% each subsequent year. Teams cannot go over the cap. In the event a team exceeds the cap due to a trade, player pickup, etc. they will have 24 hours to get cap compliant. 24-hour timer starts at the time of the transaction. In the event this is not done, a $10 cash fine will be levied. An additional $10 will applied for each day over the cap. If the issue still is not resolved prior to the weeks kickoff the highest scoring players points will be stricken from the starting lineup.
Players can be dropped at anytime regardless of contract length but there will be a 50% cap hit applied for the current season. There is no "free drop" window for cutting players under contract.
Player Signings and Contracts
As noted, players are eligible to be signed up to 5 years. Their salary will increase each year they are under contract by 10%.
Example: Ciphers sign WR Buster Rhymes to a 4 year contract. Year 1 salary is 5 million, year 2 = 5,500,000, year 3 = 6,050,000, year 4 = 6,655,000
Upon completion of FA auction, the commissioner will announce a signing window that will be adhered to.If a franchise does not dictate contracts within this window all players will be set to 1 year contracts.

Rookie Draft Starting in year 2: The first Saturday after the NFL draft. This will be done online.

ROSTER CAP
You need to always have a minimum of twenty-four players on your roster. You may have four of those players be part of your taxi squad. Given taxi squad players do not count against the cap for cap reasons you could have as many as twenty-eight players rostered. Twenty-four on the active roster and four falling on the taxi squad.
At the beginning of each season, newly acquired players can be signed for a maximum of 5 years. There is no contract year cap, only a salary and roster cap.
Rookie/Devy/FA Draft
Future rookie drafts will occur as linear drafts and the order will be determined as the reverse order of the standings from the previous season. The reverse order will be the reverse order of the regular season standings by record, with points for being the tie breaker. The league Champion will always have the last pick, no matter what their regular season record. Each rookie will come with a designated contract related to where they were selected in the draft.

Annual Auction Free Agency Draft
Every off-season, following the rookie draft, we will host an auction style draft that will consist of players whose contracts expired. The draft will operate just as the start-up draft. If a bid puts you over the hard cap, it will not be processed. Players can be signed for a maximum of four years in free agency. You can sign a player on a 5-year contract or fewer if you wish. You do not have to sign players as long as 5 years. Upon conclusion of the draft the commissioner will announce a signing window.
Franchise Tag
Each off-season, each team has one franchise tag they can use on one pending free agent. The player receiving the franchise tag will be signed for one year and their salary will be determined by the average salary of the top five salaries at the position or a 20% increase in pay whichever is higher. This figure will be determined at the close of each season and there will be a designated window where each team can apply their franchise tag. The franchise can only be used per player once.
Hometown incentive
In-order to value players you drafted, At the conclusion of FA, players originally owned by a team who did not receive any auction bids, can be re-signed by the original team for a league minimum salary of $1 million.
Example: Aaron Jones is rosterd by the Outlaws and becomes an unrestricted FA. FA bidding has concluded, and nobody bid on him. The Outlaws can resign him for 1 million for up to 5 years.
Cutting Players
If you cut a player, half of his remaining salary will remain towards your cap/marked as a cap penalty.
Example, if you cut Royce Freeman, who you had on a two-year deal at $10,000,000, your cap hit will be $5,000,000 for the current season. Contracts will be rounded up when cuts are made - whatever the host site my fantasy league site rolls it up to.
ACTIVITY/TANKING RULES/LEAGUE RULES ETC.
Fantasy Football is not a full-time job to everyone, and it should not be made.t in the same sense to keep the Integrity & Competition of the league there needs to be some levels of Activeness. This league will require more effort than a regular fantasy football league however.
Off-season:
Attempt to check your team once a week for trades or keep your notification on for trades.
Ensure payment is made on time when the rookie drafts start.
In season:
You MUST have an active competitive roster during the season in each game.
You should not have players “on Bye,” not on “Active Rosters” or Injured in your starting lineups.
Penalty for breaking Rules: For Inactive Roster/Wrongful Tanking

Commissioner will use discretion in the event it becomes a regular occurrence and may have you replaced in the league.
Cash fines will be put into a side pot and will added to the league winners payout.
There will be no league changes within the first three seasons of the league. However, given this is year 1 of the league the commissioner reserves the right to tweak something that makes sense based off of MFL settings, and league benefit. In this particular case, the commissioner will announce, flag for owners, and take feedback. This would only be minor changes that have limited impact. And only done to ensure the league is operating how envisioned.
Starting year 4, owners may suggest rule changes for league voting. In the event a rule is changed, the said rule may not be changed/re-voted on for another 3 years.
For a rule to change, it must hit a super majority status. Meaning 9 of 12 owners must agree to the rule change. The owner bringing forth the rule will be given the ability to explain the rule change as well as actively pursue its passage by securing needed votes as long as done in an ethical fashion. If done in a manner that includes bribes, owners will be asked to leave the league.
The goal is to have a consistent set of rules so individual owners are not impacted strategically in one form or another given this is a cap, contract, devy league. [/left]

Waivers turn off during the off-season until the Veteran Draft.
The commissioner will announce a re-signing window of players obtained the previous year via free agency auction bidding and meet the above criteria.
TRADES
All trades are final when both sides of the deal accept the final offer. The commissioner does reserve the right to overturn a trade if a super majority of owners (9 of 12 owners) believe there may be collusion. If you make a bad trade, which is on you. However, if you are caught making a trade to intentionally worsen your lineup in a way other than setting yourself up for the future or giving the other owner a favor, you could be asked to leave the league.
Trade Deadline: No regular-season trade deadline but playoff teams cannot make trades during the playoffs.

Rookie Draft
Rookie drafts will consist of four rounds.
Each Owner will get a pick in each round unless traded.
Draft Order: Non-Playoff teams by starter points scored. Playoff Teams by playoff finish:

6th - 12th place determined by points scored. #1 overall = lowest points
Taxi Squad
Will be made up of college players(devy), and 1st and 2nd year players only.
The deadline is the start of the regular season.
Currently only four spots.
Players will be placed on the taxi squad prior to the season, can be called to the main squad during the season but players cannot be placed on the Taxi squad during the season. Contracts on the taxi squad will not go against a team’s salary cap.
After a player has become an NFL player and NFL rostered for 2 years they must be moved to the active roster.
If a rookie stays on your taxi squad for one year, they will be able to be cut without salary cap penalty. Also, you may put second-year players on the Taxi Squad.
Playoff Seeding
The top five will make the playoffs. The three division winners, and then the next two teams by points scored.
Division winners will be seeded by best record, and then by points scored for the tiebreaker.
The three division winners will receive a first round bye.
Seeds four and five will square off in round 1 of the playoffs.
Playoff match-ups will be done utilizing the call out method. The highest-ranking team gets to call out the team of their choosing.
No losers bracket. The worst team will have pink team colors the following season.

ROSTER MINIMUM AND MAKEUP
There is no minimum of players that need to be rostered. Rosters cannot exceed a total of twenty-eight players including the taxi squad. IR players do not count against the 28 players.
Starting lineups:
Starting QB: one
Starting RB: two
Starting WR: two
Starting TE: one
Flex: any combination of four (RB, WR, TE)
SALARY CAP
The league will operate with a hard salary cap of $103,600,000. The salary cap will increase 2% each subsequent year. Teams cannot go over the cap. In the event a team exceeds the cap due to a trade, player pickup, etc. they will have 24 hours to get cap compliant. 24-hour timer starts at the time of the transaction. In the event this is not done, a $10 cash fine will be levied. An additional $10 will applied for each day over the cap. If the issue still is not resolved prior to the weeks kickoff the highest scoring players points will be stricken from the starting lineup.
Players can be dropped at anytime regardless of contract length but there will be a 50% cap hit applied for the current season. There is no "free drop" window for cutting players under contract.
Player Signings and Contracts
As noted, players are eligible to be signed up to 5 years. Their salary will increase each year they are under contract by 10%.
Example: Ciphers sign WR Buster Rhymes to a 4 year contract. Year 1 salary is 5 million, year 2 = 5,500,000, year 3 = 6,050,000, year 4 = 6,655,000
Upon completion of FA auction, the commissioner will announce a signing window that will be adhered to.If a franchise does not dictate contracts within this window all players will be set to 1 year contracts.

ROSTER CAP
You need to always have a minimum of twenty-four players on your roster. You may have four of those players be part of your taxi squad. Given taxi squad players do not count against the cap for cap reasons you could have as many as twenty-eight players rostered. Twenty-four on the active roster and four falling on the taxi squad.
At the beginning of each season, newly acquired players can be signed for a maximum of 5 years. There is no contract year cap, only a salary and roster cap.
Rookie/Devy/FA Draft
Future rookie drafts will occur as linear drafts and the order will be determined as the reverse order of the standings from the previous season. The reverse order will be the reverse order of the regular season standings by record, with points for being the tie breaker. The league Champion will always have the last pick, no matter what their regular season record. Each rookie will come with a designated contract related to where they were selected in the draft.

Annual Auction Free Agency Draft
Every off-season, following the rookie draft, we will host an auction style draft that will consist of players whose contracts expired. The draft will operate just as the start-up draft. If a bid puts you over the hard cap, it will not be processed. Players can be signed for a maximum of four years in free agency. You can sign a player on a 5-year contract or fewer if you wish. You do not have to sign players as long as 5 years. Upon conclusion of the draft the commissioner will announce a signing window.
Franchise Tag
Each off-season, each team has one franchise tag they can use on one pending free agent. The player receiving the franchise tag will be signed for one year and their salary will be determined by the average salary of the top five salaries at the position or a 20% increase in pay whichever is higher. This figure will be determined at the close of each season and there will be a designated window where each team can apply their franchise tag. The franchise can only be used per player once.
Hometown incentive
In-order to value players you drafted, At the conclusion of FA, players originally owned by a team who did not receive any auction bids, can be re-signed by the original team for a league minimum salary of $1 million.
Example: Aaron Jones is rosterd by the Outlaws and becomes an unrestricted FA. FA bidding has concluded, and nobody bid on him. The Outlaws can resign him for 1 million for up to 5 years.
Cutting Players
If you cut a player, half of his remaining salary will remain towards your cap/marked as a cap penalty.
Example, if you cut Royce Freeman, who you had on a two-year deal at $10,000,000, your cap hit will be $5,000,000 for the current season. Contracts will be rounded up when cuts are made - whatever the host site my fantasy league site rolls it up to.
ACTIVITY/TANKING RULES/LEAGUE RULES ETC.
Fantasy Football is not a full-time job to everyone, and it should not be made.t in the same sense to keep the Integrity & Competition of the league there needs to be some levels of Activeness. This league will require more effort than a regular fantasy football league however.
Off-season:
Attempt to check your team once a week for trades or keep your notification on for trades.
Ensure payment is made on time when the rookie drafts start.
In season:
You MUST have an active competitive roster during the season in each game.
You should not have players “on Bye,” not on “Active Rosters” or Injured in your starting lineups.
Penalty for breaking Rules: For Inactive Roster/Wrongful Tanking

Commissioner will use discretion in the event it becomes a regular occurrence and may have you replaced in the league.
Cash fines will be put into a side pot and will added to the league winners payout.
There will be no league changes within the first three seasons of the league. However, given this is year 1 of the league the commissioner reserves the right to tweak something that makes sense based off of MFL settings, and league benefit. In this particular case, the commissioner will announce, flag for owners, and take feedback. This would only be minor changes that have limited impact. And only done to ensure the league is operating how envisioned.
Starting year 4, owners may suggest rule changes for league voting. In the event a rule is changed, the said rule may not be changed/re-voted on for another 3 years.
For a rule to change, it must hit a super majority status. Meaning 9 of 12 owners must agree to the rule change. The owner bringing forth the rule will be given the ability to explain the rule change as well as actively pursue its passage by securing needed votes as long as done in an ethical fashion. If done in a manner that includes bribes, owners will be asked to leave the league.
The goal is to have a consistent set of rules so individual owners are not impacted strategically in one form or another given this is a cap, contract, devy league. [/left]
